decide whether to label e cigarettes as a tobacco related product or smoking cessation product. Stanton said she expects FDA regulation of the industry soon, and conceded that the potential for health risks from vaping is still unknown.
"It's hard to get people to understand, just because they see a cloud, that it's not smoke," Stanton said. "It's similar to what a fog machine puts out. It's just hard to get people's heads wrapped around that concept, that it's not smoke."
Although smoke from cigarettes and vapor from e cigarettes are nothing alike, vaping still shares smoking's stigma to some extent. It was, in essence, a stigmatized industry/pastime from the get go.
The liquid in the bottles is composed of propylene glycol, vegetable glycerin, flavoring and nicotine. Nicotine dosages are available from 0 to 24 mg. Monroe Vapor spokeswoman Jennifer Stanton, whose husband, Ashley, is part owner of the shop, said some shops offer dosages up to 36 mg or even higher.
"I don't think it's really been out long enough to do that long of a study," she said. "For me personally, I smoked a pack day, and when I started vaping I felt so much better. I think that it's better for my health, so I stopped smoking and started vaping."
Stanton's customers can still sample flavors through their e cigarettes, though vaping the liquid indoors is prohibited. In her opinion, this makes no sense.

Stanton said she doesn't know whether vaping will ever achieve mainstream respectability, that the stigma and controversy don't bother her, and that it's really a matter of personal choice.
Her husband, Ashley, admitted it was "a little depressing" learning that the smoking ordinance covered vaping, but decided to launch the shop anyway.
In the absence of solid evidence, the consensus among health experts seems to be that, while vaping doesn't pose the same risks as inhaling tobacco smoke, neither practice is healthy.

At any rate, barring any major clampdown from the FDA, the retail vaping industry still has plenty of room for expansion. Stanton said most of her customers are in their 30s to 60s, and that the vast majority are former smokers who switched to vaping.

Even if the smokers' market continues to shrink, there's still enough of it to sustain the business, she said. Stanton noted that even the big tobacco companies have gotten into the e cigarette game, including Altria Group, owner of Philip Morris USA, which makes Marlboro.

On shelves behind the counter at Monroe Vapor are clustered 10 ml and 30 ml plastic bottles representing roughly two dozen flavor options. The labels have catchy names such as Bat Juice, Beev Juice, Lickety Split, Tattoo Girl and White Rabbit.
"If I can have a fog machine in my store and I can't vape in my store, it's kind of almost ridiculous," she said. "I can have fog machines in here all day long."

And while conventional cigarettes enjoyed decades of cultural cachet they were "cool" that's obviously changed in a big way: Nowadays, smoking and smokers carry a heavy stigma.
The Stantons are former smokers who switched to vaping, then decided to make a business of it in Brownsville. Harlingen and McAllen already had vape shops. The Stantons' store is named for Hollywood icon Marilyn Monroe.
E cigarettes are covered under Brownsville's revised smoking ban, which targets all types of "heated cigar, cigarette, or pipe" in addition to conventional cigarettes, cigars and pipes.
"I'm going to get to zero, and then I'm going to stop vaping," she said. "That's my goal."
